About Us
National Electrical Engineering Commissioning (NEEC) provides full-service engineering and field support for utilities and renewable developers across the United States. Our core expertise includes Protection & Control (P&C) Substations, Battery Energy Storage Systems (BESS), Solar, and Renewable Energy Integration. NEEC’s commissioning team ensures that every system operates safely, efficiently, and in compliance with the highest industry standards.

About the Role
The Technical Services Engineer is the technical backbone of BESS Technical Services, applying NEEC's technical expertise to each customer's project. The role builds the technical side of RFQs, researches technical questions, and is the escalation point for field engineers and crews: it supports testing and energization, reviews test results, solves technical problems, and helps develop the field leads and technicians who do the work.
Position Details
  • Reports to: Director of BESS Operations.
  • Direct reports: None at hire; may lead engineers on assigned sites.
  • Career level: Engineer track; part of BESS Technical Services.
  • Travel: Regular travel to assigned sites for testing, energization and audits; based remotely.
  • Pay: Competitive, based on experience.
Safety Responsibilities
  • Stop work authority: stop any task you believe is unsafe, and back up anyone who stops work.
  • Follow and enforce NEEC's technical safety requirements for testing and energization, including LOTO, energized-work permits, NFPA 70E approach boundaries, red rope and barricade rules, and battery hazards such as thermal runaway, off-gassing and stranded energy.
  • Do not start energization or startup until readiness, LOTO and protection checks are signed off.
  • Confirm crews on assigned sites have a qualified field lead, at least two people on site, and the training and certifications required for the task.
  • Report incidents and near misses with a technical cause the same day, and support the root-cause review.
Key Responsibilities
  • Field engineering support: Provide day-to-day technical support to field engineers and crews on assigned sites or a region: help plan the test sequence, confirm prerequisites and keep testing on schedule.
  • Apply NEEC standards: Apply NEEC's commissioning standard, procedures and acceptance criteria on every assigned site, and flag gaps to the Director of BESS Operations.
  • Customer and OEM requirements: Review each customer's and OEM's requirements before mobilization; brief crews on what's different and make sure the right forms and test methods are used.
  • Procedures: Draft and update commissioning and test procedures, checklists and forms for approval by the Director of BESS Operations.
  • Test quality: Review test results and turnover packages for assigned sites for accuracy and completeness before submission.
  • Energization and hot commissioning: Lead or support energization, hot commissioning, capacity and performance testing on assigned sites, working with OEM reps and the customer.
  • Troubleshooting and escalation: Act as the technical escalation for field leads on assigned sites; drive root cause and escalate unresolved issues to the Director of BESS Operations.
  • Field lead development: Coach field leads and technicians; assess candidates against the field lead qualification standard and recommend them to the Director of BESS Operations.
  • Training: Deliver technical training (OEM, test equipment, procedures) to crews, and keep crew qualifications current for assigned sites.
  • Test equipment: Confirm crews on assigned sites have the right, calibrated test equipment for each scope.
  • Site audits: Perform site audits for test quality and procedure compliance as assigned; track corrective actions to closure.
  • OEM coordination: Work with OEM field reps on technical issues and gather test evidence needed for warranty claims.
  • Bids and estimating: Support RFQ responses with technical scope, test lists and labor-hour estimates for review by the Director of BESS Operations.
  • Research: Research technical questions, new OEM products, firmware and standards changes; share findings and recommendations with the Director and the field.
  • Other duties: Other technical projects and duties as assigned by the Director of BESS Operations.
Qualifications
  • Bachelor's degree in Electrical Engineering or a related engineering discipline required.
  • 3+ years of experience in power systems, renewable energy or BESS commissioning, including hands-on energization and functional testing on utility-scale sites.
  • Strong working knowledge of PCS/inverters, battery systems, BMS, EMS/SCADA, MV switchgear, transformers and protection relays.
  • Experience running test procedures and reviewing test data for accuracy; experience writing procedures or checklists preferred.
  • Solid troubleshooting skills on electrical, controls and communications issues.
  • Working knowledge of NFPA 70E, NFPA 855, NEC, IEEE and NETA acceptance testing standards.
  • Ability to coach technicians and junior engineers in the field.
  • Clear, concise technical writing and documentation.
  • Comfortable working directly with OEM field reps and customer commissioning teams.
  • Willingness to travel to sites regularly for testing, energization and audits.
Required Certifications and Training
  • NEEC safety orientation and site-specific training, before any site visit.
  • OSHA 30 Construction.
  • NFPA 70E qualified-person electrical safety training, refreshed at least every 3 years.
  • First Aid/CPR/AED: current.
  • LOTO authorized-employee training.
  • BESS hazard awareness: thermal runaway, gas detection and fire suppression (NFPA 855).
  • OEM training on the platforms assigned (for example Sungrow, GE Vernova, Power Electronics, Samsung, LG), as required by the work.
  • NETA Level III certification preferred; working toward NETA Level IV or a PE license is encouraged.
  • Any certifications or training not held at hire will be completed after hire, on a schedule agreed with the Director.
  • All certifications must be current and tracked in NEEC's system of record.
